The Government has given millions of pounds of additional Household Support Funding to each local authority across the country to support people on lower incomes with essential this winter. I’ve received notice that Hull City Council have received £3,038,293.68 of additional government funding and East Riding Council have received £2,061,832.61 of additional government funding.
As well as the usual use of this money to support those on low incomes with essentials over the winter month, I’ve had discussions with both councils to ensure that this year these funds are also being specifically allocated to as many pensioners as possible who are just above the Pension Credit threshold.
Both of our local authorities have made a decision on how they will allocate this government funding. Please see below the eligibility criteria for Hull City Council and East Riding of Yorkshire Council. If you fall into this criteria then you will automatically receive funding and will NOT have to apply-
Hull City Council-
Eligibility: pensioners affected by the loss of Winter Fuel payments, and those receiving Council Tax Support awards between 80% and 99%, will be entitled to an allocation of £200, against their Council Tax.
The following support for pensioners has also been made available this year:

East Riding of Yorkshire Council-
Eligibility: households in receipt of housing benefit/council tax support and of pensionable age who are just missing out on pension credit will receive a one-off payment of £200 to help with the immediate cost of food and fuel. Our vulnerable residents who are being supported by our Adult Social Care team who meet certain criteria.
You do not need to apply for this, payments will automatically be paid into your bank account. If we do not hold your bank account details, we will contact you shortly. Payments will start to be made in November, and will be paid by end of December 2024 at the latest.
If you don’t meet the criteria for your local authorities automatic payments then both Hull City Council and East Riding of Yorkshire Council have application processes for one off payments for essential daily living costs. Please see below the ways in which this funding is used to support people with one off payments-
Hull City Council-
Community Crisis Payment
Community Crisis Payments (CCPs) are part of our local assistance scheme. CCPs are for applicants who are unable to meet their immediate short term needs either –
- in a crisis in relation to some expenses
- as a consequence of a disaster
Community Support Grant
Community Support Grants (CSGs) are part of the local assistance scheme. CSGs are to help vulnerable applicants live independently in the community. They can provide financial assistance for items such as –
- furniture or furnishings
- minor repairs and redecoration
- white goods
- certain travel expenses
- clothing
East Riding of Yorkshire Council-
If you do not have sufficient income to meet your essential daily living costs, you can make an application for a one-off Household Support Fund payment of £200 via our emergency assistance scheme. To be eligible, you must meet the following criteria:
- Be an East Riding resident and in receipt of housing benefit, housing element of universal credit or council tax support, and
- Be in receipt of a means tested benefit and have been continuously for a minimum of 3 months, and
- Applicant and partner not in employment, and
- Have less than £1000 in savings, and
- Not received financial support from the Household Support Fund during the period 1 April 2024 to 30 September 2024
- Not receiving targeted financial support from the current Household Support Fund.
