Emma was first elected as MP for Hull West and Hessle in 2017 and then again in 2019. In 2020, Emma was appointed to Keir Starmer’s shadow cabinet as Shadow Minister for Further Education and Universities. She served in this role until 2021. She rejoined the shadow cabinet in 2023 as Shadow Minister for Flooding, Oceans and Coastal Communities.
In between her time in the shadow cabinet, Emma sat on the Treasury Select Committee and chaired several All-Party Parliamentary Groups.
After constituency boundary changes in 2023, Emma was elected as MP for Hull West and Haltemprice in 2024. Following the Labour Party’s victory in the 2024 General Election, Emma was appointed to government as Minister for Water and Flooding in the Department for Environment, Food and Rural Affairs by the Prime Minister.
Since becoming an MP, Emma has campaigned on topics like improving flood mitigation and protection, NHS dentistry, children’s mental health, women’s health, reducing school uniform costs to help families, improving access to work, increasing biodiversity and regulation of funeral directors.
